In the course of consultative meeting held in Germany by the International Atomic Energy Agency (IAEA), the Digital Design and Engineering Center by the group of companies NEOLANT shared with the Russian experience how to use engineering information models to support NPP units decommissioning. The meeting resulted a decision to put NEOLANT’s experience in IAEA recommendatory database for nuclear industry worldwide.

The meeting took place in the Nuclear Technology Center located in Karlsrue, Germany and is known to be one of the key international events in the field of knowledge management and data transfer at the decommissioning stage of nuclear and radiation facilities. During the meeting the experts of NEOLANT presented unique technology in the world - “NPP Units Decommissioning Database” information system developed by the company. This information system sustains to make effective and timely decisions at a production reactor decommissioning. Currently, the said system was already adopted in six Russian nuclear power plants and intended to be implemented in four additional entities by the year 2020 by NEOLANT.

“NPP Units decommissioning database” information system is known to be centralized data storage with all engineering and design, operating and other hand-books integrated in it, plus information need to prepare an NPP unit for decommissioning, as well as to conduct decommissioning itself. The said information system makes possible to realize wide spectrum of functions:

“The fact, that NEOLANT was included in the official list of invitees, indicates on IAEA’s intention for the long-term partnership which is subject for search and transfer the best world practice in the interest of nuclear industry development. Currently we have solutions which are very significant in global sense to share with international nuclear network. I am speaking about the own, unique expertise in the NPP decommissioning engineering and IT-support which is based on long-term experience of work with the Russian nuclear sector and solving non-trivial tasks using information modeling technologies”, -
said Vladislav Tikhonovsky, First Deputy Director General, CJSC “NEOLANT”.

Based on results of the meeting IAEA experts will perform advisory database to be applied by nuclear complex facilities worldwide which use peaceful atom. Recommendations will include Russian experience provided by the competencies of the group of companies NEOLANT. Moreover, next meeting of IAEA partners in Vienna scheduled on September 3-5 this year will be dedicated to the application of modern Information Models for operating knowledge within the facilities throughout-lifecycle support; experts of the group of companies NEOLANT have already received invitation to participate as key foreign speakers.

Lithuanian party shows great interest in scientific approach as well as applied technologies in the field of the decommissioning of nuclear and radiation facilities in view of shutdown Ignalina NPP. The said NPP has been built in 1983 in accordance with the Soviet project, so it is equipped with RBMK-1500 type reactors. The seminar was held on the territory of shutdown Ignalina NPP.

As the experts of NEOLANT have on-the-Russian Nuclear Complex long-term experience, they were invited by Ignalina NPP management in order to share their unique knowledge in the world and made two presentations:

  • The application of information models for engineering support of NPP decommissioning.
  • Engineering and Design for decommissioning, radioactive waste and spent nuclear fuel management.

“NPP Units Decommissioning Database” Information System developed by NEOLANT with no analog world-wide has been realized on the base of NPP engineering information models by order of Rosenergoatom (ROSATOM).

Moreover this technology enables to provide simulation modeling, for example development of dismantlement technology as one of the most important NPP decommissioning operation, because it is characterized by high complexity and high-level hazard. Also, NEOLANT specialists are able not only to model the processes in accordance with the ready developed techniques, but even to create own easy-to-perform technology with no extra cost (to stay in budget limits).

Currently, NEOLANT have already been successfully implemented “NPP Units Decommissioning Database” Information System on the six Russian nuclear power plants and are subject for further implementation on more four NPPs by the year 2020.

Experts of NEOLANT Company have developed a concept of the information support to decommission NPP units on basis of their engineering information models in compliance with Rosenergoatom’s order. As of today the said system, created on the basis of this concept, was already adopted in six Russian nuclear power plants and intended to be implemented in four additional entities by the year 2020.

Information Support System for Decommissioning is known to be Data Central Storage where all design, maintenance, and other documentation and information has been accumulated and integrated. All together they are need for NPP units preparation and decommissioning. In broader terms – this is a comprehensive concept developed by NEOLANT which provides informational support when NPP units are subjects for decommissioning. On the basis of it the implemented process technology is capable to do the following:

  • to store and give out the stored data about the object for long period of time: 100 years and more;
  • to train staff using visual demonstration of NPP unit configuration and the key engineering and technical characteristics;
  • to perform service-simulating test for complex nuclear and radiation hazardous procedures;
  • to integrate data to reflect radiation level, to make a forecast for radioactive waste generation, to provide IT support to manage radioactive waste, the product of decommissioning process;
  • To develop a roadmap and to run a decommissioning project, optimize timeline having in mind the current limitations.

The intent of Bulgarian colleagues to get knowledge about NEOLANT’s product is not a fluke. Kozlodyi, one of the biggest in the world nuclear power station, is located in Bulgaria. Currently its four of the six units are decommissioned.

“NPP "Kozlodyi" was constructed in accordance with the typical design developed by USSR experts and we have been working with the sites like this for more than 10 years. So, Russian experience of decommissioning is greatly expected by the Bulgarian colleagues”,–

HxGN LIVE 2014 is the Hexagon’s users biggest International Conference with Intergraph company as a part of it. All in all, the event hosts more than 3 500 participants from 70 countries worldwide! The most up-to-date development trends in engineering and geospatial technologies to support the sites lifecycle & to take management decisions – are subject for review at the Conference.

Being a strategic partner of Intergraph in Russia, NEOLANT have participated in the international event of global scale for the first time and demonstrated to the western colleagues the Information Support System for NPP Decommissioning based on Intergraph’s PLM platform, unparalleled anywhere in the world. The said system is aimed on effective and undangerous NPP units decommissioning – which is, in its turn, one of the top-priority tasks declared by the State Atomic Energy Corporation Rosatom.

Fundamentally, the Information Support System for NPP Decommissioning uses common data cynchronization network (including engineering-design, operating, reference, and other types of documentation) on the base of engineering information model. At that 2D/3D graphics and semantic data translation between CAD system and PLM different platforms is completed by InterBridge developed by NEOLANT.

As of today, Information Support System for NPP Decommissioning is working on six Russian NPPs supporting data set of the most important basic functions:

  • accumulation and storage of all need engineering, design and other documentation till the end of decommissioning process;
  • data exchange within information sub-systems which are active at NPP;
  • information support for automated development of documents, need within a power units decommissioning, including the generation of the units’ technical evaluation reports;
  • accumulation and integration of information concerning the radioactive waste and spent nuclear fuel current status;
  • visualization of the composition and structure of the units and facilities located on the NPP site.

“Nuclear power industry experienced sort of a boom in its development back to 60-s and 70-s last century – the majority of nuclear power plants were built at that period. Nowadays their lifetime is near to expire, so the mankind is facing an ambitious target – to decommission the radiation hazardous sites. As Russia became the first country to use technology of “peaceful atom”, so it is the first again to solve the corresponding problems. The experience accumulated in Russia, and gained by NEOLANT particularly in terms of NPP decommissioning information support, is in great request worldwide by nuclear industry, because such skills are rare to find”, –

The experience practice gained while Information Support System for NPP Decommissioning was implemented and operated at different NPPs was repeatedly delivered to IAEA. As well as WANO experts marked the System performance effectiveness very high.

    NEOLANT and INTERGRAPH have marked the 5th anniversary since their partnership in Russia was established. Achievements made so far include:

    Having been collaborating with Intergraph since 2008, NEOLANT today has become its strategic partner in Russian Federation.

    During this time NEOLANT has completed more than ten projects for implementation of Intergraph SmartPlant Enterprise PLM tools.

    About NEOLANT Nuclear Projects

    Among the unique projects NEOLANT has fulfilled for nuclear industry in Russia there is the one providing capability of verifying VVER-TOI information model for meeting the design phase requirements. The VVER-TOI project features a variety of IT-platforms involved in both supporting 3D-6D information models and managing design quality.     About Key Projects in Nuclear Industry

    AES 2006 is a new generation «3+» design of a Russian atomic station with improved technical-and-economic indexes. The project is promoted in compliance with the Federal Targeted Programme aiming to develop nuclear industry. Project mission is to get modern safety & reliability indexes at optimized capital expenditures on a nuclear power plant construction.

    VVER-TOI is a typical optimized and informatized design for the two-unit NPP equipped with VVER-1300 (pressurized water reactor), completed by means of modern computer tools, in compliance with nuclear&radiation safety requirements.

    MBIR – is a multipurpose reactor capable to carry out investigations in material sciences, reactor physics, safety and security, to test the core new components, verification means and diagnostic facilities, to produce unique radioisotopes, etc. It is capable to conduct research for both: fast reactor and thermal reactor, as well as other perspectives for development in near future covering ten-year periods.

    We are pleased to invite you to CROSS-INDUSTRY ENGINEERING & INFORMATION TECHNOLOGIES FORUM: NEW RUSSIA which will be held on April 16, 2014 in Moscow in the Presidium of the Russian Academy of Sciences.

    This Forum will be the leading venue to discuss the use of virtual models of engineering structures, industrial sites and territories for providing effective and systematic solutions for business, managerial and process-related tasks in key branches of Russian economy, including fuel and energy complex, mining and processing of commercial minerals, chemical industry.

    The Forum is organized by the NEOLANT Group, a leading Russian expert with 10 years of experience in information modeling for fuel and energy complex and federal authorities.

    The 40 years anniversary was celebrated at the Leningrad Nuclear Power Plant in the end of December. During the quarter of this period the Group of Companies “NEOLANT” provides an active IT and Engineering support to the Leningrad NPP that is the first NEOLANT’s customer among the Russian NPPs.

    The Leningrad NPP is the biggest power producer in the north-west part of the Russian Federation. The NPP supplies more than 50% of power consumption of Saint-Petersburg, Leningrad Region and generate 28% of the Region power sources. In foreseeable future, de-commissioning of several life-expired units of the Leningrad NPP is planned. In parallel, the Leningrad NPP-2 construction is performed since 2007.

    Currently, NEOLANT realizes the following projects for the different Leningrad NPP departments:

    • Information Support System for NPP Decommissioning is an integral repository of all NPP engineering, design, maintenance and reference documentation developed on the basis of information 3D modeling. Today, this system, which was initially developed specifically for the Leningrad NPP, is under development or already applied at five more Russian NPPs. The system was awarded by the gold medal for «Innovations for investments to the future» from American-Russian Business Union. At present, NEOLANT provides an engineering and technical maintenance of the information system for the Leningrad NPP.
    • Integrated, engineering and radiation inspection (IERI) programmes for the first Unit of the Leningrad NPP. The IERI is under development by the order of the Leningrad NPP engineering branch. Today, the IERI is already supplemented with specific section on the Information Support System for NPP Decommissioning operation.

    “The lion's share of work already done for the Leningrad NPP falls to the Information Support System for NPP Decommissioning project that is carried out since 2003. This project was started with development of simple electronic archive. Later, in accordance with new system requirements, this archive was transferred to the information modeling platform. The biggest achievement in the frame of our cooperation with the Leningrad NPP is development of the database itself. It was achieved as a result of digitization of 30 kilometres of the NPP territory and tens of thousands of the NPP elements. It was a monumental work aimed on the data collection that included a lot of local tasks like lost information retrieval, disembodied data classification, engineering design documentation processing, uploading of certified, operational and weight-dimensional data of the NPP objects, etc. Today, all these data are classified and included to the Information Support System for NPP Decommissioning that provides an access to the engineering and technical data directly from the 3D models environment,”

    The project aimed to create an information system designed to keep a record of and store engineering and technical information and meet the information needs of Kursk NPP users involved in preparing and conducting the decommissioning of the power units. The system is scalable to meet future expansion needs and serves as the basis for creating a single information space for interaction among all organizations involved in the decommissioning efforts (design, engineering and research organizations, Rosenergoatom Concern and Rosatom State Corporation).

    To accomplish these objectives the primary functional subsystems have been implemented on the basis of Bentley products (data management subsystem, electronic archive subsystem and engineering models subsystem). All data that is accumulated and stored in each of the subsystems is interconnected by means of Bentley ProjectWise tools. One example of such data is design and engineering documentation that is linked with the object structure of the power units, which is in turn linked with 2D and 3D models of the engineering models subsystem. Such interconnections provide all user groups with a single interface for interacting with the system.

    The interface is based on navigation of 3D models created in Bentley MicroStation. Bentley solutions ensured effective interaction among various groups of specialists involved in creating the system. Such groups included specialists responsible for building the component (object) structure of power units, specialists tasked with creating an electronic archive of design, engineering, and operational documentation, as well as specialists tasked with modeling the power units and infrastructure of the nuclear power plant. The simplicity and versatility of the design process implemented with the help of Bentley MicroStation reduced the cost of creating the 3D engineering models that are the system's primary component.

    Solutions based on Bentley MicroStation used in combination with Bentley PlantSpace have made it possible to create all the necessary engineering models (the model of the Kursk NPP master plan with its distributed infrastructure, architectural and structural models of the main buildings of Kursk NPP, process models of power units, and detailed models of the nuclear reactors). By using the single software platform, we have been able to create all the necessary models in less time. In addition to substantial cost savings, the use of Bentley ProjectWise as a single software environment for developing the models collectively and interfacing them also ensured a high level of quality of the end product.

    The system thus created has already proven itself enough to merit the status as the primary system meeting the information needs of Kursk NPP users involved in decommissioning preparations. Considering the long-term decommissioning process (over 80 years) and the involvement of a large number of organizations, the system is expected to be used throughout the entire period of decommissioning and to be upscaled accordingly. The system based on Bentley solutions has been created to last a century.

    One of the engineering challenges encountered in designing the system was the need to build the component (object) structure of the nuclear power plant as a whole and of its individual power units. In other words, it involved building (as a structured list of objects with their characteristics) a detailed power plant configuration that includes such objects as, for example, structures within the industrial site as well as individual structural elements of the reactor and other equipment vital to the decommissioning process. Built-in tools of Bentley ProjectWise fully supported the object modeling of this configuration. Furthermore, the system was expected to perform certain applied functions to provide information support for the decommissioning process. For example, the advanced search tools of Bentley ProjectWise provided the system with the function of developing specifications for radioactive waste expected to form during the course of decommissioning.

    This project is unique for several reasons:

    There are no equivalents of this system in Russia.

    Some of the challenges encountered in creating the system included ensuring (i) collective work of authors responsible for the various subsystems, (ii) collective work of designers who created the 3D models by re-engineering the design and engineering documentation, and (iii) centralized record keeping and storage of all technical information that was obtained and generated. These problems were resolved by using Bentley ProjectWise software to create the system. The software served as both the basis on which the system was created and the underlying software used in operating the system.

    The companies NEOLANT and CIC Consulting Informatico - Spanish specialist in IT-consulting for enterprises of Energy Industry, Public Administration and other industries – have recently announced the signing of a partnership agreement. Representatives of CIC Consulting Informatico made a working visit to Moscow, where together with NEOLANT they had meetings with such companies as "Rosenergoatom" Holding, "Lukoil" and VNIIAES.

    During this visit CIC Consulting Informatico and NEOLANT colleagues had an interview in which they spoke about the essence of their cooperation and the nearest plans for the Russian market. The participants of the conversation were:

    CIC Consulting Informatico: Strategy of introduction to the Russian market

    Please, tell us the reasons why you decided to work together. How did you get to this idea?

    Miguel Sierra (CIC Consulting Informatico): Firstly, I need to explain why we selected Russian market. Our products are actively used and developed in the Spanish nuclear industry, the NPP representatives themselves suggested us the idea of offering of the IDbox solution in Russia. Their experience with the Russian nuclear industry led them to the conclusion that the customer may be interested in this offer and our products can be useful for them.

    Secondly, we must keep in mind the specific characteristics of our solutions. The software developed by CIC Consulting is not just a disc that you insert into your computer and it is automatically installed and starts working. Our solutions must be correctly deployed, implemented, adapted and supported; we must also train engineering teams to handle them. With all that, it is very difficult to access directly the end user in a different country, so in Russia we were looking for a local partner who would not only distribute our product, but would understand the specific aspect of work with it and would be able to provide maintenance.

    Inna Alexeeva (CIC Consulting Informatico): Why did we choose NEOLANT as a partner? Firstly, the NEOLANT is one of the fastest growing IT- companies in the Russian market. Secondly, we were impressed by the projects carried out by your company, the range of your current customers and the experience that NEOLANT has in energy sector, since this is the area in which the IDbox solution has been tested and has shown its effectiveness. And thirdly - after speaking with the company’s representatives, we became convinced of a high level of technical preparation that will enable the IDbox implementation and support for Russian customers the best way.

    Which is your development policy in the Russian market? How many partners do you have in Russia?

    Carlos San Martin (CIC Consulting Informatico): Regarding the IDbox product and energy industry as an extensive work path, here we only collaborate with NEOLANT. But we enter the Russian market not only with IDbox, we have also a similar product in the telecommunications sphere, it also focuses on the integration of different signals, but only concerning the telecommunication network. And, of course, in this area we are working with some Russian companies operating in this segment.

    Cooperation branches for CIC and NEOLANT

    Speaking about the partnership with NEOLANT, in which branches do you plan to cooperate in Russia?

    Carlos San Martin: Regarding the IDbox, of course, it is primarily nuclear and oil and gas industry. But, of course, our cooperation area can be expanded. That is, first we will focus on the energy industry, and when our position is strong enough, then we will turn to other customers - there are no restrictions in this sense for us.

    Why the IDbox?

    And what opportunities does the IDbox solution offer to Russian customers?

    Alexander Shkarin (NEOLANT)

    The product is oriented basically for acquisition, storage and analysis of data related to technological processes and received from different sources (controllers, sensors, SCADA-systems, production accounting systems, etc.). The IDbox functional characteristics are not unique, there are similar products on the market. But the performance of each of these characteristics is really impressive.

    Here we mention just only a few advantages of the system:

    I would like to mention the possibilities of the product related to access to historical data. For example, to get data from several signals stored in the database with a resolution of 0,2 milliseconds takes one or two seconds as maximum. And this request is not for the current year, but for the last three years. I would like to draw your attention to the fact that all these options are not simply explained verbally or on the presentation slides, but demonstrated on the real system mock up.

    Thanks to our combined effort, we have already integrated the IDbox system with our three-dimensional model 3D. This way the user can switch from any object on the 3D model to the related real data directly in IDbox. With IDbox we can solve the challenge of resource characteristics management, monitor technological parameters of potentially dangerous installations, use the system to increase the reliability of equipment both on nuclear power plants and oil-and-gas enterprises.

    Miguel Sierra: IDbox - is a revolutionary product in terms of technology used for its creation and in terms of the concept of its implementation. Another significant advantage is the flexibility of both the product and us as developers. The product is developed together with branches, factories and industries updating. However, the novelty and exclusivity of the product is also our disadvantage, because we don’t have as many implementations as our competitors, world known manufacturers, have.

    What interesting technologies are used in IDbox?

    Miguel Sierra: When implementing IDbox we used, for example, the Web 2.0 technique, which is focused on the support of many kinds of technologies, including in-cloud. Web 2.0 allows, for example, to have an easy access to the information - the user can work with the information stored in IDbox at any time, from any device that has a browser, from any place of the world with access to Internet. This saves both material and time resources. I would also like to mention the vector graphics SVG technology (Scalable Vector Graph), without which it would be impossible to create qualified and efficient images.

    What are the fundamental differences IDbox from its closest competitors? Why customers should choose it?

    San Carlos Martin: IDbox allows you to store and receive all the data about a complex technological installation, such as a nuclear power plant, in one and the same system regardless of the actions of other people. With its implementation some departments become independent and do not rely on other groups to get data. The director doesn’t need to ask his Secretary any more to prepare the information, because he receives the same data as the engineering department.

    It is important that the introduction of this type of system like IDbox affects the organization structure. If until its implementation you needed several people or departments which were in charge of correct data delivery, calculations, data interpretation, analysis and so on, then with IDbox this dependence disappears. Data are available simultaneously to all the users.

    IDbox system is also characterized by a high-speed of accomplishing of various functions: data delivery on request, graph design, data processing, etc.

    Inna Alexeeva: Here is an example from our experience in Spain. The expert group, which is responsible for analyzing the equipment reliability, receives data directly from the nuclear power plant. The data are collected from multiple systems either automatically or manually. The engineer who receives these data, based on his experience, starts doubting about the truthfulness of certain values. He calls back to the plant asking to double-check some parameters. People from the plant check the parameters, identify the error and report the correct values ​​back to the engineer who begins adding them to the spreadsheets (Excel or something similar). In this situation between the time of reception of the parameters and the time of adding them to the database there is time interval generated: for example, the data are checked at 8 pm, the engineer arrives to work at 9 am, additionally it will take several hours to solve the error. So that, the engineer will receive a report on what happened yesterday more or less by the lunch time. When using IDbox this does not happen: the engineer no more depends on anyone, he uses his username and password to log in the system, opens his session and starts working with the data of the plant in real-time.

    So, the main advantage is to minimize time loss and inclusion of a human force, thus, we have a low probability of human error. What kind of applied taskscan be solved with IDbox?

    Oleg Prorokov (NEOLANT): This is a product that can be used to solve many applied tasks in energy industry. For example, recently NEOLANT has won the tender to develop a specific system for Bilibino nuclear power plant (NPP). And when we showed the IDbox system to our customer, he immediately noticed that this solution can be applied for at least three areas.

    The first joint project of the CIC and the NEOLANT for Bilibino nuclear power plant

    Please, tell us a bit more about the project for Bilibino NPP. What kind of work will NEOLANT do? What role does CIC Consulting play in it?

    Oleg Prorokov: We won the tender for modernization of intra reactor control system, the so-called “SVRK”. Under this project it is expected to create an information system to collect SVRK operational data from different sources into a single platform. The tasks solved by the IDbox are the same as required at Bilibino. Accordingly, together with CIC we have worked on technical requirements, made a technical proposal and won the project. The first stage of the tender will be the development of the technical design of the system.

    If I am not mistaken, NEOLANT has a plan to introduce the IDbox product to other nuclear power plants, is it so?

    Alexander Shkarin, NEOLANT: At this moment“Rosenergoatom” is creating a sectoral system for equipment reliability, NEOLANT is preparing a mock up for its implementation based on IDbox. This system is designed to acquire all technological and operational data from all power plants and its further detailed analysis by experts of a corresponding center that is being created now.

    We showed IDbox during the meeting with representatives of the Equipment Reliability Department within Engineering Support department of “Rosenergoatom”. We also showed the product and our jointly developed solution based on IDbox product and three-dimensional model 3D.

    It is an integrated product that provides its users quick access to engineering and technical information about the elements of the power generation block and industrial area of the nuclear power plant (industrial characteristics of the elements, engineering design, user manual and other documentation), it also allows the user to quickly turn from the element on the three-dimensional model to the current and historical data in IDbox, associated with the selected element on the 3D model.

    The advantage of this product, to our mind, is just the possibility of the Equipment Reliability Center specialists to have an immediate access not only to the technological parameters of the power generating block, but also to the engineering and technical information stored in the 3D model.

    Oleg Prorokov, NEOLANT: Integration of the IDbox with 3D model is very important because we have been working with many nuclear power plants already and have created 3D information models to support reactors decommissioning process. In the future all nuclear power plants in Russia are planned to be equipped with similar information systems. I would like to highlight the fact that the introduction of IDbox will enable creation of a system that will cover many stages of the life cycle of nuclear installations, starting from their design and ending with decommissioning.

    NEOLANT, a Russian solutions supplier for fuel-energy complex and state sector, is on the lookout for acquisitions as well as eventual listing, founder and Chief Executive Officer Vitaliy Kononov said.

    With five acquisitions on its track record, the company has bought one company a year. It is currently considering a few options and is likely to close a deal by the year-end, the CEO said.

    NEOLANT is looking for targets in the USD 3-5m range within engineering and information technology sectors. The company wants to grow its engineering operations to account for more than a half of its business, from around 10% at present, as well as strengthen its positions as a systems integrator. It is looking to acquire fully or majority stake, the CEO said adding that in-house advisers will be used.

    In order to strengthen its resource base, NEOLANT is after targets' in-house developed technology as well as highly-qualified staff of up to 70 people.

    Its latest acquisition of Infoling, a systems integrator, was completed in 2012 for an undisclosed amount and is now operating under NEOLANT Infoling. In its previous deals, NEOLANT was approached by companies looking for investors, as well as searching for the targets itself.

    In 2014, NEOLANT may also attract a financial investor to raise funds for anticipated projects. It would offer a minority stake in exchange, the CEO said, adding that it has been previously approached six times with various buy offers.

    Having founded NEOLANT in 2004, Kononov owns 90% of the stake. The remaining shares belong to the company’s business development director Novikov Pavel, who is also on its board.

    NEOLANT’s longer term strategy involves eventual IPO in order to gain stability as well as attract capital. It would look to reach a significant level of turnover before going public, the CEO said, adding that the listing could take place in 2016-2018. The stock exchange would be chosen depending on whether NEOLANT would stay an IT or would become an engineering company by the time, the CEO added.

    NEOLANT generated EUR 35m turnover in 2013, up from EUR 28m in previous year, the CEO said adding that some of the company’s divisions have from 40% to 100% annual growth.

    NEOLANT provides development and implementation of information systems for decision-making support based on the integration of technologies, as well as engineering and information support of oil-and-gas and nuclear objects on different life cycle stages.

    The company has two engineering centres specialising on oil-and-gas and nuclear power. Its clients include Gazprom, Lukoil, Rosatom, Rosneft, Rushydro and Transneft.

    April 29, "NEOLANT" acted as a Russian practitioner of information modeling and CAD and PLM data translation at the conference "The capitalization of oil and gas expertise. Standards for the exchange of industry data between industry participants".

    The event is important for Russia because of:

  • current challenges of the design of mechanisms for effective management of industrial infrastructure and its
    competent development in the oil and gas industry;
  • adoption of the Federal Law 382 "On the state information system of the fuel and energy complex."
  • The speakers included several invited foreign experts:

  • Nils Sandsmark, the head of the POSC Caesar Association, dealing with the problems of open standardization of
    industrial data exchange technologies;
  • Ian Glendinning, director of the international JORD project to create a public digital library of reference data for
    designers and operators of industrial infrastructure objects;
  • Matthew West and Bill Bosler, consultants of leading companies in the field of knowledge management.
  • All the participants pointed out the lack of attention to the technologies of systems engineering and information management for the development of industrial infrastructure of the oil and gas industry in Russia.

    Ian Glendinning and Dmitry Dorobin behind the scenes of the conference

    Acquaintance of participants with the long experience of “NEOLANT” in introduction of information modeling for re-engineering facilities in the Russian nuclear industry has proved very useful. Dmitry Dorobin, the head of Department of Integration Solutions, "NEOLANT", presented a report on this topic at the conference.

    Today various CAD and PLM platforms are used in the design of complex engineering objects in the nuclear industry. "NEOLANT" has created formation tools for a unified information model of the project (UIMP) supplied to the customer by the results of design. Formation tools are being successfully implemented by “NEOLANT” and based on their own specialized technologies:

    • InterBridge, allows to organize cross-platform data broadcast from various CAD and PLM in UIMP;
    • InterView, used for visualization of UIMP data.

    "NEOLANT" also intends to use solutions based on open standard ISO 15926 in their  engineering projects for data exchange. For this purpose, an agreement between "NEOLANT" and Noumenon Consulting Ltd (UK), a developer of XMpLant (technology sharing 2D and 3D data between different CAD systems according to ISO 15926) was signed this spring.

    INTRODUCTION

    Preparation for and decommissioning of a nuclear facility constitute a complex engineering task requiring a large amount of various information be taken into consideration and processed properly at these phases of the facility’s lifecycle. If the facility has experienced damages caused by accidents during operation, then the number of factors to be considered in planning decommissioning activities increases manifold.

    Use of information technologies can be of a significant help for such a planning. This paper presents the practical experience NEOLANT company has in applying information technologies to pre-decommissioning and decommissioning activities at nuclear facilities in the Russian Federation.

    Basic classes of information systems described herein are:

    DECOMMISSIONING DATABASES

    For the most of the nuclear facilities utilizing SAFSTOR method of decommissioning, the objective of the decommissioning database is to provide the future generations of specialists with well-structured design and maintenance data on both the facility and its operational infrastructure. Other purposes of the database are to maintain reliable and relevant information to support the facility dismantlement.

    The key features of these solutions include (Fig. 1):

    In practice, the above techniques were applied to planning the dismantlement of a turbine hall at Beloyarsk NPP (Fig. 2). The results obtained are the following:

    SIMULATION MODEL

    A simulation model deals with the virtual reality simulating processes the way they would occur in reality. To do the simulation, the model involves 3D graphics and information about physical parameters of the objects being modeled. The simulation model identifies and highlights collisions the objects may have.

    Such kind of simulation system has been used to verify the efficiency of the dismantlement procedure for “AMB-100” and “AMB-200” reactor cores (Fig. 3). Due to the number of accidents occurred in the past, the graphite stack now contains spent nuclear fuel spills and damaged graphite bricks, either cracked or clustered.

    The most crucial process of the dismantling project was verified, the process being a layer-by-layer disassembling of the graphite stack by a remotely controlled robot. All dismantlement operations were to be done inside a specific dome erected over the reactor.

    The simulation model allowed bottlenecks of the dismantlement to be identified. Corrective actions were proposed. The bottlenecks, as identified, include:

    CONCLUSION

    The experience in applying information technologies to planning the nuclear facilities decommissioning shows that such technologies are capable of improving safety, predictability and efficiency of the dismantlement activities as well as provide the future generations of specialists with relevant and reliable information they will need to deal with the dismantlement of the nuclear facilities that are shut down now and safely awaiting decommissioning.

    A meeting "Autodesk service in Russia and in the world - the development of cooperation with "NEOLANT" was held on February 15, 2013 where the Autodesk vice president of strategic solutions Jim Bailey, the experts from “NEOLANT” and representatives of major Russian fuel and energy complexes have discussed the development of Consulting System Integrator (CSI) program, launched by Autodesk in Russia in 2012.

    The event was attended by representatives of Russian holdings: Rosatom, Gazprom, Transneft, RusGasEngineering.

    The meeting was opened by Jim Bailey, the Autodesk vice president of strategic solutions. He recalled that one of the important focuses of Autodesk's performance is large corporate clients with their specific tasks. And especially for them, Autodesk develops CSI-program in the global ecosystem of support, consisting of three interacting structures: resellers, internal Autodesk consulting and CSI-partners.

    Jim Bailey noted that by providing comprehensive consulting support CSI-ecosystem creates favorable conditions for the successful implementation of large engineering projects by corporate clients.

    He also stressed that the CSI-ecosystem extends possibilities of Autodesk CSI-partners:

    "The strength of the program lies in the fact that the Autodesk CSIpartners are not tied to their country and can communicate on a global scale, so "NEOLANT" can work with partners, as with customers from Europe, North America and South-East Asia," ,—
    Jim Bailey said.

    Pavel Hanzhenkov, the Autodesk director of Key Accounts, reported on the performance of Autodesk consulting division that is ready to support Russian clients and spoke about the benefits of its close cooperation with the "NEOLANT" in the CSI-ecosystem:

    "Development of internal Autodesk consulting and CSI-ecosystem means that we can move to the Russian market the global expertise worked out of the various global projects.
